What is STAIRs?
STAIRs gives social housing tenants in England a statutory right to access information about how their homes and services are managed, coming into effect in October 2026.The government requires that all housing providers introduce a STAIRs Publication Scheme before October 2026. Wirral Methodist HousingAssociation's Publication Scheme is provided below. It will be updated and enhanced as more guidance and requirements about the scheme's contents are provided by government.
STAIRs (Social Tenant Access to Information Requirements) is a new statutory framework for social housing providers in England, designed to enhance transparency and tenant empowerment. It applies to housing associations and other private registered providers, who were previously not subject to the Freedom of Information Act 2000

We aim to be open and accountable when sharing our performance information. To show our commitment to providing a continually improving service, we measure, monitor and publish our performance information quarterly; a comprehensive, independent Tenant Satisfaction Survey biannually; an assessment of our complaints performance annually and a self-assessment of our complaints service annually.

How you can access information
Tenants or their designated representatives can request information in writing; they do not need to mention STAIRs explicitly
Requests must identify the applicant, and providers are expected to assist in clarifying requests if needed
Providers must make reasonable efforts to obtain information held by third parties managing housing on their behalf
Tenants can nominate representatives to make requests or complaints on their behalf, provided the representative is identified to the provider
